Millersport Energy Center Project Summary

Project Overview:

The Millersport Energy Center is a proposed natural gas-fired electric generating facility that will power a data center campus in Millersport, Ohio. The first phase of the Millersport Energy Center will be a state-of-the-art 480-megawatt (MW) combined cycle turbine and reciprocating engine power generating facility. The total nameplate generating capacity of the Millersport Energy Center across all phases will be 1,600 MWs. It will be sited on 98.2 acres of land within a data center campus in Millersport. It will be designed, constructed, owned, operated, and maintained over a long-term contract by AlphaStruxure. AlphaStruxure is a leading U.S. Energy as a Service company.

Project Status:

The Millersport Energy Center is in the design stage and is applying to the Ohio Power Siting Board for approval in May of 2025. Pending this approval, the project is estimated to begin construction in 2026.

Project Benefits:

  • Well-paying jobs in construction and high-tech energy: The Millersport Energy Center will require approximately 200 jobs to build the system and approximately 50 staff to operate it, bringing high-paying jobs to Millersport.
  • Tax revenue for local benefit: The Millersport Energy Center will generate tax revenue that will directly benefit Millersport’s community.
  • Avoided impact on local energy rates: The Millersport Energy Center enables the data center campus to avoid costly utility upgrades (e.g., new substations and generation stations). These capital costs are often distributed across the utility’s customer base and take the form of rising energy rates for everyone. In this case, the data center campus is paying for these capital upgrades, meaning local residents will not see impacts on their energy bills.
  • Avoids stress on the local grid: Around the U.S. and across Ohio, the grid is straining to keep up with increasing power demand. The Millersport Energy Center avoids the grid entirely and thus protects Millersport residents from increasing demand on the local grid.
  • Highly innovative and efficient system: The Millersport Energy Center will set the national standard in intelligent energy for the IT industry and beyond. It will also be highly efficient; it will recapture the heat from the turbines via steam turbines that convert this waste heat into additional energy. It will also protect clean air through selective catalytic reduction, an advanced emissions control technology. The project will include an air-cooled system to minimize water usage, reducing water usage by 90% compared to traditional power generation.

Deploying microgrids is a key resilience objective for the DoD. Existing EUL and PPA procurement authorities for microgrids can be combined into an Energy as a Service procurement model. The EaaS model draws from the EUL’s authority to execute land leases for the siting of energy infrastructure (microgrids) on DoD installations. It also draws from the PPA’s authority that enables a energy developer to contract with a DoD agency by selling energy in exchange for its services in financing, designing, building, owning, operating, and maintaining energy infrastructure.
